Beyond the Kyoto protocol

Scientifc assessments call for stabilizing the concentration of greenhouse gases in the atmosphere at 400 parts per million or lower to prevent catastrophic environmental harm. Reaching that level will require immediate and aggressive reductions in emissions by all major sources. Unfortunately, international efforts have not yet achieved an effective response.
