Earth has been abandoned because it has become uninhabitable for any life form because of the rubbish. The cleaning operation had been stopped because earth had gone past the point of repair. They turned all robots off, except one particular robot, WALL.E. WALL.E continues to do what he was made for, cleaning up rubbish.
